Jennifer Hiromoto is a land use and zoning specialist who has worked with developers to understand zoning entitlements and navigate city approval processes. She has over 20 years of urban planning experience through problem solving and organization of complex processes. The consistent thread in her career has been a dedication to the growth of cities by facilitating new and adaptive development.
Jennifer’s experiences in planning began in Winter Garden, Florida. This city was a quiet bedroom community before a wave of growth hit the Central Florida area. Planning work in a small city provides exposure to the other disciplines involved in the development and entitlement process, including working with county and state planning agencies to grant approval to projects. Her work in Winter Garden included many single-family residential neighborhoods, a commercial corridor overlay, school campuses, and a regional shopping center.
After relocating to Dallas almost 20 years ago, Jennifer developed zoning entitlements for major Dallas projects including Victory Park, Bishop Arts Village, and Pegasus Park. These urban infill developments, which range from an entertainment-centered, high-density mixed-use neighborhood to a revitalization of an office campus for biotech and education with planned future retail and residential uses, included carefully prescribed zoning for placemaking but with built-in long-term flexibility.
During her time on staff with the City of Dallas, she managed zoning changes for important projects such as the Lake Highlands Town Center Transit Oriented Development and contributed to code amendments for breweries & wineries, parking, and Form Districts. As a consultant, Jennifer has worked on over 700 different zoning, variance, plat, or abandonment applications since 2014. Her influence on development projects has played a role in the positive growth of Dallas.
Jennifer spends her spare time listening to her three sons talk about Minecraft, tennis, and math. She occasionally gets away with her husband for a round of golf, seeing stand-up comedy, or traveling to dynamic urban centers.
